The ICAOS White Paper documents are part of CORE (Compact Online Reference Encyclopedia).
ICAOS White Papers are developed at the direction of the Executive Committee to provide guidance on broader issues affecting the Compact. Drafted by the Commission's General Counsel with assistance from the National Office, each white paper is subject to formal Executive Committee approval prior to publication.
