Libby Elliott is the Senior Policy Advisor to Governor Abbott, Libby Elliott leads the team responsible for criminal justice, homeland security and public safety issues.
Elliott began her career in public service in the legislative branch and later in the executive branch as an Assistant Director in Governor George W. Bush’s Criminal Justice Division and as a senior aide to Al Gonzales during his time as both Texas Secretary of State and Texas Supreme Court Justice. Following successfully leading his statewide campaign for the Court, Elliott joined the team of then Texas Attorney John Cornyn as the Director of Special Projects.
Following her tenure in state government, Elliott joined the White House Staff in 2001 in the Executive Office of the President working again for Al Gonzales in his role as Counsel to the President. Following her service in the White House, Elliott accepted a Presidential Appointment to the newly formed U.S. Department of Homeland Security as the first White House Liaison. As a member of the Senior Executive Service and a part of Secretary Tom Ridge’s and later Secretary Chertoff’s senior leadership, she led the team working with agency leadership and White House to fill critical homeland security positions. Elliott later transitioned to the U.S. Department of Transportation where she served as Counselor to the Deputy Secretary Maria Cino, including her time as Acting Secretary.
After six years in President Bush’s administration, Elliott joined United Technologies Corporation, a Fortune 50 manufacturing company, where she directed finance and operations for the Global Government Relations team which included the U.S. based offices in Washington, DC and Hartford, CT, as well as five international offices in Brussels, Beijing, Singapore, Moscow and Seoul. Later she was elevated to Director of Government Relations handling the company’s portfolio of safety and security technologies and issues including infrastructure protection, transportation and supply chain security, school safety and bioterrorism. As a recognized leader representing UTC and industry, she served on the National Association of Manufacturers Public Affairs Steering Committee, U.S. Chamber of Commerce National Security Task Force, Security Industry Association Government Affairs Committee and Women in Homeland Security on targeted priority legislative issues and advocacy efforts.
Elliott holds a BA from Saint Edward’s University in Austin where she lives with her husband, Jim, and their young daughter.
