MAY
New Mexico flag+ New Mexico - May 24–28: Please restrict offender travel to the Red River area for the Red River Memorial Day Motorcycle Rally.

South Carolina flag+ South Carolina - May 25–28: Please restrict travel to the Myrtle Beach, SC area for Myrtle Beach Bike Week.

JUNE
New Hampshire flag+ New Hampshire - June 9–17: Please restrict offender travel to the Lakes Region and Concord areas in NH for the 95th anniversary of Laconia Motorcycle Week.

JULY
Pennsylvania flag+ Pennsylvania - July 18–22: Please restrict offender travel to the Erie, PA area during the annual Roar on the Shore Bike Rally.

New Mexico flag+ New Mexico - July 26–29: Please restrict offender travel to the Las Vegas, NM area for the Rough Rider Motorcycle Rally.

SEPTEMBER
New Mexico flag+ New Mexico - September 12–16: Please restrict offender travel to the Mescalero area for the Golden Aspen Motorcycle Rally.

Alaska flag + Alaska - The Sex Offender Registry website link is updated.


Minnesota flag + Minnesota - Tracy Hudrlik, Deputy Compact Administrator, is the new chair of the DCA Liaison Committee.

Pennsylvania flag + Pennsylvania - Interstate Compact Commissioner, Linda Rosenberg, is the newest member and the 2nd commissioner from the East Region, to join the Rules Committee.

South Carolina flag + South Carolina - The link to the Sex Offender Registry website is updated.

+ All personnel changes are updated on the individual state pages and in the Interstate Compact Office Directory PDF.

+ Compact Office Calendar - Please be aware of closures, shortened hours of operation, or the possibility of limited staff due to inclement weather, trainings, and state and national holidays.

+ Committee and Region Updates +

+ Rules Committee - Linda Rosenberg, Pennsylvania's Interstate Compact Commissioner, joined the committee this week. Minutes from the February 8 meeting, which included a healthy discussion on revisiting ICAOS Rule 3.101-3 - Transfer of supervision of sex offenders and other sex offender-related rules, are now available online.

+ Training Committee - Meeting minutes from January 29 are available and cover discussions on training topics for the DCA Training Institute, committee goals for 2018, ICOTS Enhancement Training, and a future update to the Bench Book.

+ Technology Committee - The committee, with all members and 5 guests present, met on Monday, May 21 for the sole purpose of discussing IVINS, the ICOTS Victim Notification Service, and its continued use. Committee members discussed shared concerns regarding errors encountered while using or testing IVINS, as well as the benefits of the service and its potential for victim notifications. While most states utilize another method for victim notification, the Committee agreed they would not send a specific recommendation to the Executive Committee on whether to continue funding IVINS or replace it with another process.

+ Executive Committee - The committee met on Tuesday, May 22 with a modified agenda consisting of IVINS, the ICOTS Victim Notification Service, changes to the ICAOS Bylaws, and the DCA Liaison Committee chair.

A recap of recent IVINS discussions was provided to the members and guests on the call. The recap included a brief review of the high time management resources required by the National Office to manage the service, the small number of states currently using the service, the annual financial cost of the service to the Commission, and the potential of the service when the bugs are fixed.

After a lengthy discussion it was decided by the committee that the IVINS issue would be brought to the full Commission at the Annual Business Meeting in October. In the meantime, states will be asked to participate in a survey about their current method for meeting the requirement of ICAOS Rule 3.108 on victim notification.


+ DCA Liaison Committee - Tracy Hudrlik, Deputy Compact Administrator for Minnesota, was voted by the Executive Committee to be the new chair of the DCA Liaison Committee. Qualified nominations were submitted from all 4 regions.

+ West Region - Meeting minutes from February 26 are available and cover discussions pertaining to compliance performance reviews, supervision on tribal lands, and draft rule amendments.

+ Commission Announcements & Reminders +

ICOTS logo Reminder - The 7th ICOTS enhancement of FY 2018 was launched on Wednesday, May 16. This enhancement prevents 2 people from simultaneously working on, and submitting, the same activity in the compact office. In more detail:

  • Currently, 2 compact office users are able to simultaneously access the same pending compact activity from the compact workload. If they both complete the activity and submit it into workflow, a duplicate is created. While this is a rarer occurrence than it was in the past, it still happens.
  • This enhancement will check to see if another compact office user has already submitted an activity into workflow when they press the “Submit” button. If not, the activity follows the normal workflow process. If so, the user is presented with an error message stating “This compact action has already been completed by another user” in a bright red box at the top of the screen. The options to take on the activity are then grayed-out.

ICOTS logo Reminder - It is encouraged for all DCAs and Compact Offices to register for service-level notifications for ICOTS. Notifications can be via email and SNS (text) notifications. End users can sign up for the notifications if they choose. Notifications will include outages, maintenance windows, and other emergency issues relating to ICOTS.
