Nevada flag+ Nevada - May 17–19: Please restrict offender travel to Nevada due to the Electric Daisy Carnival (edc).

Interstate Compact Office Staff, submit a travel restriction request.

Georgia flag+ Georgia - Jill Jones, Compact Administrator II, has begun working in the Interstate Compact Office and is responsible for outgoing RFRIs.


Maryland flag+ Maryland - The Compact Office is closed today in order for staff to attend mandated training. The office will reopen on Monday, May 6.


Minnesota flag+ Minnesota - The Department of Corrections has published the following 2 documents, now available on the state’s page under the Documents tab: Hearings and Release Dispositional Guide and Condition Rankings.


Nevada flag+ Nevada - Please restrict offender travel to Nevada due to the Electric Daisy Carnival (edc), May 17–19.


New Hampshire flagReminder: New Hampshire - Interstate Compact Commissioner Mike McAlister retires from state service today. McAlister was the Commission’s Compliance Committee chair and a member of the Executive Committee 6 years running, starting in 2008.

+ Commission Announcements & Reminders +

+ Commission Members: On Wednesday, May 8, the next ICOTS enhancement release is expected. This enhancement includes revisions to the Offender Application for Transfer, as approved by the Technology, Rules, and Executive Committees in 2018. The offender’s specific address is removed.

The revised, external version of the Offender Application for Interstate Compact Transfer is available now for download from the Commission website under the “Tools” tab. Functional changes to the external application include prepopulating of repeating fields (sending state, receiving state, and offender name) and sequential tabbing.




Reminder - 2019 ICAOS Rules Proposals - Commission Members: Pursuant to ICAOS Rule 2.109, the Rules Committee has reviewed the draft proposals received from standing and regional committees for action at the 2019 Annual Business Meeting. These proposals are now posted on the ICAOS website. Be sure to review the instructions to view and make comments. For your convenience, you may also download the 13 proposals as an easy-to-share PDF file.

Review the proposals and discuss them within your offices, at state council meetings, and in your ICAOS regional meetings. Commenting ends on Monday, July 1. Your comments provide valuable guidance to the Rules Committee and members of the Commission.

Bench Book for Judges and Court PersonnelReminder: New. Improved. Still indispensable.

The Commission is pleased to announce the release of the thoroughly revised 2019 Bench Book for Judges and Court Personnel. Originally written in 2005, the Bench Book receives regular updates for rule amendments but this year additional updates have occurred. The Bench Book has always been a great resource for judiciary and court personnel and is an excellent resource for educating on interstate compact. Some of the changes for 2019 include:

  • Chapters 1 and 5 are entirely re-written
  • All case law references checked for accuracy
  • All chapters reviewed and edited for grammar, tense, consistency and clarity
  • Chapter 3 separated into 2 sections: the transfer of supervision and supervision in the receiving state
  • Commentary added to Chapter 3 emphasizing changes in managing violations, supervising compact offenders as you would in-state offenders, and imposing conditions
  • Commentary added to Chapter 4 highlighting the differences in retaking and revocation, probable cause hearings, and responsibilities/authority of sending and receiving states in the return process
