A 13-year veteran of the Department of Corrections, Turner began his career working as a correctional officer at the Frankfort Career Development Center in 2005. In 2006 he promoted to a classification and treatment officer position at the facility. Shortly afterwards he transferred to the home incarceration program area at Central Office as the original central region classification and treatment officer. In 2008 Turner promoted to deputy compact administrator for the Interstate Compact Office where he helped build a solid foundation for the controlled movement of over 6,000 probationers and parolees across state lines. In this capacity, Turner was a key player in Kentucky’s transition to the Interstate Compact Offender Tracking System (ICOTS). He gained national recognition for his efforts toward ensuring all interstate compact policies and procedures are followed in accordance with statute. Turner took the initiative to spearhead the department’s DNA collection efforts during a difficult time in 2013. His unwavering commitment to this task was pivotal in that he not only coordinated the undertaking, but also played an instrumental role in updating and enhancing processes and procedures to establish a system of accountability across the state. Turner is a graduate of Eastern Kentucky University, where he earned a bachelor’s degree in criminal justice. In 2013 he graduated from the Commissioner’s Executive Leadership Program and later served as a mentor in the program. He received a DOC Deputy Commissioner’s Award in 2012 and was a co-recipient of the Deputy Commissioner’s Award for Support Services in 2018. Turner is an active member of the Kentucky Council on Crime and Delinquency (KCCD) and currently serves as the Capitol Chapter president.

Tom Langer started his career with the State of Alabama in September 1982 as a Corrections Officer with the Alabama Department of Corrections. In 1986, Tom changed job classifications from Corrections Officer to a Classification Specialist still working with the Department of Corrections. In July 1989, he accepted employment with the Alabama Bureau of Pardons and Paroles as a Probation and Parole Officer. Over the years he climbed the promotional ladder from Supervisor to District Manager to his current position as Division Director of the Interstate Compact Unit. Tom graduated from The University of Alabama in August 1980 with a Bachelor of Arts Degree in Criminal Justice and a double minor in Business and Social Work. In December 1998, he received a Juris Doctorate from Birmingham School of Law.

Mr. Richard S. Tischner is the Director of the Court Services and Offender Supervision Agency for the District of Columbia (CSOSA). In this capacity, he leads the agency’s 850+ federal employees who uphold the agency’s mission of enhancing public safety, preventing crime, reducing recidivism, and supporting the fair administration of justice in close collaboration with the community.

 

In July 2018, President Donald J. Trump nominated Mr. Tischner to serve as the third presidentially-appointed Director of CSOSA. Mr. Tischner appeared before the Senate Committee on Homeland Security and Government Affairs in November 2018; and his nomination was confirmed by the Senate in January 2019. On February 11, 2019, Mr. Tischner was sworn into his six-year term in office by United States Attorney for the District of Columbia Jessie K. Liu.

 

Mr. Tischner has been a public servant for more than 33 years. He has served as an attorney for the Federal Government of the United States at the Merit Systems Protection Board as well as the Federal Trade Commission. He has spent the last 30 years as an Assistant United States Attorney for the Department of Justice, most recently serving as the Chief of the Superior Court Division at the United States Attorney’s Office for the District of Columbia.

Joe Winkler has over 25 years of experience in Corrections. During his tenure with the Florida Department of Corrections he has advanced through the ranks starting as a Correctional Probation Officer to his current position as the Assistant Secretary of Community Corrections.

In his current position, Director Winkler is responsible for providing support and policy direction to approximately 3,000 staff who supervise over 165,000 individuals. In addition, he provides oversight to the Bureau of Interstate Compact/Probation & Parole Field Services and the Bureau of Community Programs & Victim Services.

Prior to his current position, Assistant Secretary Winkler has held several leadership positions in Community Corrections that have included a Probation Supervisor, Probation Senior Supervisor, Circuit Administrator in two Judicial Circuits, Northern Region Assistant Regional Director, Region 2 Director, and Director of Community Corrections. These assignments have provided him with valuable experience in critical agency missions within Community Corrections.

Assistant Secretary Winkler is a graduate of Saint Leo University where he received a Bachelor’s Degree in Criminal Justice.

Chris Moore has served as Interstate Compact Administrator/Commissioner for the State of Georgia since 2012. Chris began his career in Community Supervision in 1989 as a Probation Officer. In 1998, he moved to Central Office as a Field Support Specialist and his program area was Sex Offender Supervision. In 2005 he was promoted to Center Administrator of a Day Reporting Center and in 2009 he was promoted to Chief Probation Officer. Chris received his BBA from Mercer University in 1989. He is also a Certified P.O.S.T Instructor and a Certified Alcohol and Drug Counselor.

Bobby J. Lee, Jr. (Jamie) began his civil service career with the Department of Social Services in 1992 and transferred to Probation and Parole in July 1995.  He graduated from the Louisiana State Police basic academy in 1995.  Since then he served as an Officer and a Supervisor in Lafayette District,  the District Manager in New Iberia and the Regional Administrator in Region 3.  His most recent assignment was the Deputy Director of Probation and Parole in Baton Rouge. He was named the Security Supervisor of the year in 2007.

Jamie is a graduate of Carencro High School and received his Bachelor’s Degree from University of Louisiana at Lafayette.  He completed his Master’s Degree at Louisiana State University in Human Resource and Leadership and the United States Army War College in Strategic Studies.

Jamie served his country in the United States Marine Corps from 1986-1994 and then in the Louisiana Army National Guard from 1994- Present.  His present duty assignment is the Deputy Commander of the 139th Regional Support Group in New Orleans, Louisiana.  He is a combat veteran of Desert Shield/Storm and Operation Iraqi Freedom. He has numerous military awards including the Bronze Star and Purple Heart.

He was born in Hattiesburg, Mississippi on September 27, 1966.  He is married to Shelly S. Lee and they have four children, Teryn, Jay, Drake and Andrew.  They also have two grandchildren, Annabel and Joanna.  Jamie and Shelly reside in Lafayette, LA. He enjoys hunting and watching his children play sports.

Martha Danner began her service career working with troubled juveniles in several public and private facilities. In 1986, Danner landed her first job as a Parole and Probation Agent in south Prince George’s County and followed that with a job in Anne Arundel County. She spent 3 years with the Department of Corrections serving as the Assistant to the Deputy Secretary of Operations, where she had a panoramic view of the Department.

 

Danner is currently the Director of the department’s Division of Parole and Probation, managing a staff of 1,100, about 700 of which are agents, in 43 offices around the state.

 

Director Danner serves on the Board of Trustees for Maryland for Middle Atlantic States Correctional Association (MASCA) and as Maryland’s Commissioner for the Interstate Commission for Adult Offender Supervision (ICAOS).

 

She graduated with a sociology and political science degree from Frostburg State University.

Deputy Commissioner Nathan Blevins worked his way through the ranks of Community Corrections at the Mississippi Department of Corrections to lead the division and serves with the distinction of having a sworn law enforcement officer background. He began as a probation and parole officer, also known as a field officer, in January 2003, and was promoted to Community Corrections Associate Director and then Community Corrections Director. Seventeen years later, he had become the leader. In addition to managing the supervision of individuals on supervision in Mississippi’s three Community Corrections Divisions, he is also in charge of the Emergency Response Teams.

Blevins was a member of the Mississippi State University Police Department for five years before joining the MDOC. He graduated the Mississippi Law Enforcement Officers Training Academy in Pearl. The Aberdeen native, who grew up in Caledonia, attended East Mississippi Community College, where he earned an Associate of Science Degree and received All-American honors while playing football under the renowned Coach Tom Goode. He went on to receive a Bachelor of Science degree in criminal justice and sociology at Mississippi State University. He served in the Mississippi Army National Guard for nine years.

Blevins, a member of the Omega Psi Phi Fraternity, is the recipient of numerous awards, including Employee of the Month and Employee of the Year Nominee for the MDOC. He also received Top Cop honors while serving in the academy and was nominated for Professional of the Year at MSU. He has completed several courses taught by the FBI and is trained in both basic and advanced SWAT.

Maggie Brewer began her career with the North Carolina Department of Correction in November 1996. She started at Central Prison as a Case Manager working directly with supervised individuals. She also worked in the Diagnostic Center at Polk Youth Institution (now known as Granville CI) prior to her transfer to Community Corrections. In December of 1998, Brewer was promoted to Probation and Parole Officer in Wake County. She worked her way up through the ranks as a Chief Probation and Parole Officer, Judicial District Manager for Wake County and in April 2014, she was named the Assistant Division Administrator for Division II. In this role, she oversaw operations for 21 counties and assisted managers with day-to-day decisions that impacted their respective counties. In August 2018, she was promoted to Deputy Director for Community Corrections with oversight of the operations of program administration throughout the division. In January 2023, she was named Chief Deputy Secretary for the new N.C. Department of Adult Correction. She currently oversees the Divisions of Rehabilitation and Re-entry, Comprehensive Health Services, Educational Services and Support Services. She has been a certified training instructor since 2001, specializing in firearms. In 2006, she served as the Vice Chair of the Sex Offender Management Committee, guiding the implementation of the Static-99 assessment and Satellite Based Monitoring. In 2007, she was elected President of the N.C. Probation and Parole Association, and in 2008 she was the recipient of its President’s Award. She continues to remain active in the association and currently serves as Historian. Gov. Cooper appointed her to serve on the N.C. Human Trafficking Commission in 2021, and she was named N.C. Interstate Compact Commissioner on March 1, 2023. Brewer holds a Bachelor of Arts degree in political science and criminal justice from N.C. State University. She is a graduate of the N.C. Department of Adult Correction’s Correctional Leadership Development Program (CLDP) and of the N.C. Department of Public Safety’s Executive Leadership Development Program through UNC-Chapel Hill Kenan-Flagler School of Business.

David Gutiérrez was appointed by Texas Governor, Greg Abbott, in September 2015 as Presiding Officer, Chairman, to the Board of Pardons and Paroles. In addition, other appointments include in 2009, Texas Governor, Rick Perry appointed Chairman Gutiérrez as a Board Member to the Board of Pardons and Paroles. In February 2016, Texas Governor, Greg Abbott appointed Mr. Gutiérrez to the Texas State Council for Interstate Adult Offender Supervision and received re-appointment in February 2017. In January 2020, Governor Greg Abbott appointed Mr. Gutiérrez to the Interstate Commission for Adult Offender Supervision, serving as the Texas Commissioner in the South Region.

Mr. Gutiérrez brings to the Board over 40 years of experience in the criminal justice system. He received his Bachelor of Science degree from Wayland Baptist University. He began his criminal justice career in 1977 with the Lubbock County Sheriff’s Office. Mr. Gutiérrez began in the jail and transferred to the Patrol Division and promoted through numerous other divisions. His promotions include Captain, Assistant Jail Administrator, Chief Administrator, Assistant Chief Deputy and Chief Deputy. Mr. Gutiérrez was elected Sheriff of Lubbock County in 1998. Sheriff Gutiérrez resigned his position as Sheriff in 2009 to accept an appointment by Governor Perry.

Throughout his law enforcement career, Mr. Gutiérrez also served as Chair of TCOOMMI, Texas Correctional Office of Offender’s with Medical and Mental Impairments, Chair of the Texas Commission on Jail Standards and currently serves as Chair of the Texas Board of Pardons and Paroles. He has received such prestigious recognitions as the Attorney General Outstanding Service & Leadership to State of Texas Award in 1992, the Distinguished Leadership Alumni Award from his alma mater Wayland Baptist University in 1999 and the Excellence in Outstanding Law Enforcement Award by the National Center for Missing and Exploited Children in 2006 for a three-year search of a missing 16-year old girl. He has previously served on the Boards of many important organizations such as the United Way of Lubbock, Texas Jail Association, Texas Corrections Association, Boys and Girls Club, South Plains Boys Scout Council, Highland Medical Center, Hospice of Lubbock, Assist Human Needs, Inc. and various other impactful agencies. Since his transition to the Board of Pardons and Paroles as Presiding Officer, Mr. Gutiérrez continues to express enthusiasm, interest and concern for the direction of the agency and staff. He works and collaborates with stakeholders to insure public safety and the transition of supervised individuals to their families back into their communities.
