20th Anniversary

20th Anniversary Celebration
20th Anniversary Ribbon

Community corrections has changed a lot over the last 20 years and so has the Interstate Compact. Join us as we look back and celebrate the people who have helped shape ICAOS into the Commission it is today. We hope you enjoy this trip through our archives, which include cringeworthy outfits and an absurd amount of fun at ABMs!

2002-2007

The Early Days

There were many firsts during these formative years. The Commission established its authority and got the right to work by passing a budget and rules, as well as forming committees and hiring the national office staff. Additionally, the Commission won two landmark court cases during these years, resolved its first formal complaints, and funded the development of a national tracking system.

2008-2012

Building for the Future

These are the years when technology took off. The Commission launched ICOTS and implemented an audit program, both of which improved business processes and changed the landscape for interstate compact. New programs for mentoring, online learning, and guiding hearing officers, as well as state councils, supported states in their work. During these years, the Commission put in place a long-term investment strategy that continues to support the Compact to this day.

2013-2017

Perfecting Innovation

Bolstered by years of maturity, the Commission fine-tuned programs and established practices. These were the years that introduced dashboard and performance reports that significantly improved state compliance. To promote its purpose to protect public safety, the Commission expanded its reach by implementing data sharing exchanges and publishing e-books.

2018-2022

Stronger Together

The programs and strategies developed over the years prepared the Commission to face the challenges that arose during this period. The Commission experienced resilience and witnessed the collaborative efforts of its members as it pursued new endeavors aimed at improving warrant tracking, engaging stakeholders, and creating a single standard of supervision. The Commission saw change and enterprise with each passing year, but one constant remained: the dedication of its colleagues across the nation.
