Director of Administrative Services, Department of Corrections, Minnesota Ken Merz is the Director of Administrative Services for the Minnesota Department of Corrections. He received his Bachelor of Arts degree in Law Enforcement and Criminal Justice at Kent State University and began his career in criminal justice at the Erie County Juvenile Detention Center in 1973. Since that time Mr. Merz has worked in a variety of areas for the Minnesota Department of Corrections including Senior Inspector and Director of Standards Development as well as Director of Support Services. Currently, Mr. Merz is serving the Minnesota Department of Corrections as the Director of Administrative Services. This includes assisting the Deputy Commissioner with the operation of the Community Services & Support Division and serving as the division liaison to the state legislature when they are in session for all policy and budget matters related to the Community Services & Support Division. Mr. Merz is responsible for the supervision of the Grants and Subsidies Unit, the Interstate Compact Unit and the Sex Offender Services Unit. He serves Minnesota as its Interstate Compact Commissioner.

Milton Gilliam is the Administrator of Parole and Interstate Services for the Oklahoma Department of Corrections. He has worked in the field of Probation & Parole since October, 1980 as a field officer, training officer, and supervisor. He graduated from Oklahoma Christian College with a BS in Social Work in 1979 and completed a M.Ed in Counseling Psychology at Central State University of Oklahoma in 1985. He was appointed the Compact Administrator on October 1, 1990. Milton was actively involved with the Parole and Probation Compact Administrators’ Association (PPCAA) by serving on various committees and was the President of the PPCAA in 1996/1997. He was awarded the William Frederick Award by the PPCAA in 1995. Since the inception of the Interstate Commission for Adult Offender Supervison (ICAOS) Milton has sevred as the Vice Chair of the Rules Committe, Chair of the Rules Committee, and the Chair of the DCA Liaison Committee. He was recognized by the ICAOS with the 1st Commission Chair’s Award in 2003 and the Executive Director’s Award in 2007.

Kevin Kempf started his career with the Idaho Department of Correction in 1995. Since that time, Kevin has worked in every area of Corrections. Kevin has worked as a Correctional Officer, Probation and Parole Officer, Investigator, Section Supervisor, District Manager, Warden, Deputy Administrator and now, Chief of Community Corrections. In January 2005, Kevin was appointed as Idaho’s Interstate Compact Commissioner. Kevin has extensive training and education in the area of Evidence Based Practices (EBP). This, coupled with his experience in all facets of Corrections, has made him one of Idaho’s leading experts in Evidence Based Practices in Community Corrections.
