State Profile Introduction
This interactive map displays a snapshot of the interstate compact activity by state. In addition to providing information specific to the interstate compact transfers; the state snapshot also provides relevant public safety and social indicators that may help explain why offenders desire to relocate from one state to another. The data may be of particular interest to Legislators, State Council Members, Administrators, and other policy makers with an interest in knowing more about why offenders transfer into or out of their state.

Each state snapshot contains the following data:
Compact Transfers
  • Top 5 Sender States
  • Top 5 Receiver States
  • Distribution of Reasons for Transfer
  • NCIC Offenses Into Profile State
  • NCIC Offenses Out of Profile State
Public Safety Indicators
  • Violent Crime Rate per 100,000 population
  • Homicide Rate per 100,000 population
  • Property Crime Rate per 100,000 population
  • Illicit Drug Use
  • Incarceration Rate per 100,000 U.S. Residents
  • Adults on Parole
  • Adults on Probation
Social Indicators
  • Unemployment Rate
  • Median Household Income
  • Bankruptcy filings per 1,000 population
  • Percent of renter-occupied units that are cost burdened
  • Percent of total population in poverty in the past 12 months
  • Percent of people 25 years and over who have completed high school (includes equivalency)
