In 2008, she was appointed chair of the Texas State Council.
Prior to her appointment as Interstate Commissioner, Ms. Winckler served the Texas Department of Criminal Justice as federal liaison in Washington, D.C., and in Huntsville, Texas as head of Executive Services. Formerly she served the Harris County, Texas Judge in the unique position of liquor master and as criminal justice liaison to the sheriff, courts and criminal justice agencies of Texas.
Ms. Winckler holds an undergraduate degree in political science from Sam Houston State University and a law degree from the University of Houston, and is a member of the bars of Texas and the District of Columbia. She was the first chair of the Rules Committee of the Interstate Commission and the recipient in 2003 of the Commission Chair’s Award.
