In 2002, Warren Emmer was appointed Commissioner for North Dakota’s Interstate Compact for Adult Offender Supervision (ICAOS). He was appointed the ICAOS Compliance Chair that same year and served until October 2006. He was elected Chair of the ICAOS Commission in 2006 and continues to serve in that capacity. He is also Director of North Dakota’s Division of Probation and Parole. He assumed this post in 1990, but has been with the Division since 1979, serving in various capacities. Mr. Emmer is a former police liaison officer and social worker. He holds a B.S. in Criminal Justice from the University of Wisconsin.

Genie Powers serves as Director of the Division of Probation and Parole within Louisiana’s Department of Public Safety and Corrections. Prior to her appointment as Director in 1999, Ms. Powers served within the DPSC in various positions since 1974 including Correctional Officer, Probation and Parole Officer, Probation and Parole Supervisor, Program Manager and Deputy Director. Ms. Powers holds a B.S. in Criminal Justice from Louisiana State University.

Community Corrections Chief, Oregon
Scott Taylor is the Director of Multnomah County Department of Community Justice, where he is responsible for both Adult and Juvenile corrections. He was previously the Community Corrections Chief for the Oregon Department of Corrections. He holds a Masters of Public Administration degree from Portland State University and two Bachelor degrees in Sociology and Police Administration from Washington State University. In addition, he completed the University of Oregon’s Pacific Program for management and leadership and currently serves on that board of Directors.
