Milton Gilliam is the Administrator of Parole and Interstate Services for the Oklahoma Department of Corrections. He has worked in the field of Probation & Parole since October, 1980 as a field officer, training officer, and supervisor. He graduated from Oklahoma Christian College with a BS in Social Work in 1979 and completed a M.Ed in Counseling Psychology at Central State University of Oklahoma in 1985. He was appointed the Compact Administrator on October 1, 1990. Milton was actively involved with the Parole and Probation Compact Administrators’ Association (PPCAA) by serving on various committees and was the President of the PPCAA in 1996/1997. He was awarded the William Frederick Award by the PPCAA in 1995. Milton was recognized by the Interstate Commission for Adult Offender Supervision (ICAOS) with the 1st Commission Chair’s Award in 2003 and the Executive Director’s Award in 2007.

Henry Lowery is the Compact Commissioner and Administrator for the State of West Virginia and the Director of Inmate Records for the West Virginia Division of Corrections. He has worked in the field of corrections for 14 years beginning as the Deputy Compact Administrator for the Adult and Juvenile Compacts in 1992. Prior to his employment in corrections, he served as an active duty army enlisted soldier from 1970 until retirement in 1992 as a Master Sergeant. He served the military in the fields of communication, administration, and personnel. He was appointed the Compact Administrator on February 2, 2004 and was designated as the Commissioner on February 4, 2004. Henry was actively involved with the Parole and Probation Compact Administrators’ Association (PPCAA) by serving on various committees including the Executive Committee, Executive Council, and Nominating Committee. Prior to his appointment to this committee, he served on the Rules Committee.
